Alas, being for Ars Magica, it's not open. You may find it inspirational for drawing up d20 rules of your own.

I'd be surprised if there wasn't a runic d20 rules set out there somewhere, but I certainly haven't been able to keep up with all the d20 sourcebooks out in the world now...
