That was not in the main 4th Edition book. It was in a supplement, the Wizards' Grimoire. Nothing has been officially said but it would be reasonable to expect a new Wizards' Grimoire some time in the future. Until then you can probably use the Fourth Edition optimization/research rules since laboratory work has changed very little in Fifth. Arcane experimentation is still in the main book.
