You could borrow a bit from the magic item lab rules, and design a spell that 1) has a duration of concentration, and 2) The spell maintains concentration (effectively, sun duration). To affect any change, you'd have to concentrate a bit, and lo! Your spell has ended. Of course, this would make most spells that would use this a magnitude higher than if you had "Harnessed Magic", but hey, that's the price you pay... :) How this would work for spells with a duration longer than Sun, though, is beyond me at the moment...
